Need to unlock an iphone 4s.

I have an iphone 4s that belonged to my son. He was Air Force Fire/Rescuse when he passed away. The phone no longer has service on it and it is in the locked mode. Is there any way to get it unlocked to retrieve his photos and text messages? Thanks in advance from a grieving mother.

Since the passcode is only saved to the device itself, we would not have access to see or reset it on our end.
