Voicemail issues iphone X

First I was told my mailbox was full and people couldn't leave messages. I went in and deleted most of the messages in my phone app, including a bunch of blocked ones. Someone else told me my box was full. I checked the community for suggestions and tried calling *86 and deleted all of my old messages, including the blocked ones, except for one which I saved. Now in the phone app, all of the deleted/blocked messages keep appearing (and I have tried turning off Wi-fi, going into airplane mode, restarting the phone, etc) and while people can leave a message, I am not getting notification that I have new voicemail to check using *86. I use automatic updates for apps, so my phone should be up-to-date.
