When attempting to set up voice mail, error message "Voice Mail unavailable" every time I try.

I have an iPhone 5C, all features work as they should except for voice mail. When attempting to set up my voice mailbox for the 1st time and record a greeting message, an error message pops up indicating 'Voicemail Unavailable'. This has occurred every time I've tried to set it up over the course of 6 days. Any ideas?

Bremner voicemail makes the world go 'round, I can't live without mine. Let's make sure you don't have to. How long has this been happening? Any recent changes to the phone, software updates or new apps? What zip code are you in? Do you have WiFi turned on?

The phone was activated more than a year ago, for use by my son. He just never got around to setting up his voice mailbox. We started trying to do so about 5 days ago. The most recent software update was to the iOS for the most recent version. We are in zip code 77494. WiFi is turned on, two other iPhones in the house besides the problematic unit, and our wireless system in the house provides connectivity to two iPads, all three phones, two laptops and an XBox without any issues. For some reason, this phone is the oddball amongst our devices. I have not yet tried to set up his voice mailbox when NOT connected to WiFi, using simply the cell phone connectivity. Plan to try that tomorrow. Any ideas?

Bremner your efforts have been priceless, and much appreciated. What we will want to do is, turn off the WiFi while setting up the voicemail. Please keep us posted.
