Why is the $400 promotion not in the re-processed iPhone X agreement?

Why is the $400 promotion not in the re-processed iPhone X agreement? They "re-processed" my Black Friday iPhone X order (2 phone upgrades) but now do not have my promotion in the new agreement and want me to sign it to ship out phones out. Having someone help me has been a fiasco.
