Your call cannot be completed as the called party is temporarily unavailable when calling businesses in MX from the US

When dialing on my iPhone from the US to MX, every business I call I get the message "Your call cannot be completed as the called party is temporarily unavailable".  But when I put my phone in airplane mode so it can only call out over wifi, the calls connect without a problem.  This happens everytime.
