iphone 13 activation issues

Purchased a pre owned iphone13 on september 27 and STILL do not have phone service. Tried to activate it and use my current number and could not get it activated. Went through chat help feature, chatted with 2 diff reps, they could not get it to work, then transfered to IT, they too could not get it activated. They told me to go into store front and they would help me. Well, we went to storefront. Spoke to a very RUDE gentleman who made very minimal effort to help us and then he told us that "He had not idea why IT would have sent us to the store and we would have to call back in to IT". I have had this phone for 2 weeks now and have had no cell service since they started "working" on it, and now I cant even message anyone.
My daughter seems to think its a sim card issue because they keep trying to create a e-sim with no success. Also under setting on my new phone it says no sim.
My question is who do I need to contact now? Chat/It couldnt help me and storefront doesnt WANT to help me.. so who do I go to ?? Very frustrated that I have paid 700$ to upgrade my device and I have no service and no help from Verizon.
