Go to settings / data. Turn off all apps to use cellular data. Maybe long list.
Then go to settings/general/restrictions
make up code you only know by enabling restrictions
Click on cellular data use and turn on restriction.
Add any other restrictions while you are there.

As a mother myself, I absolutely understand the need to control your child’s access on the phone, CHRSAV20. Weth mentioned a great option. The phone itself has some great options for turning data on and off: https://www.verizonwireless.com/support/iphone-6s-data-usage-help/#optimize-data-usage/ . We also offer a fantastic feature called FamilyBase to control use as well as multiple tools to monitor usage at https://www.verizonwireless.com/support/tools-for-monitoring-usage .
