SIM card not activating

My daughter lost her Sim card and it was just replaced by mail. iPhone  powered on with the new Sim card and it says activation may take a while, but the phone never activates. Office is closed so can’t get any help that way so thought I would reach out to the community. Any advice?

Here's a link that will assist with activating a device via My Verizon Have you tried to complete the activation in different locations? Are you connected to Wi-Fi when you attempt to activate the phone? Have you powered off and on the phone since this issue started?
