Why was I charged 2 times for activation fees? Where in the policy does it share this?

*My first bill $40 activation fee for each line
I was told the store charges to “set-up” (did not set anything up) and company charges to “activate”
It sounds like you visited a third party retailer and not a corporate store. Can you please provide the exact name and address of the store you visited?
