Too many account pin attempts, can't activate new phone

I just got a new iPhone today and I have been trying to get it activated for over 4 hours now. I finally hooked my phone up to my iTunes on my laptop after 2 hours of a "activating your iPhone" screen and it asked me for my number and account PIN. Well I didn't know my PIN and I thought I had an idea but put in too many attempts. I told me there were too many attempts and to reset my account PIN and that I couldn't use my iPhone until I have been recognized. I have reset the PIN TWICE and it still keeps telling me the same thing after several attempts. I can't contact a live representative because of this ridiculous COVID and the live chat hasn't answered me back in about 10 minutes or more. I'm getting very fed up with this and I would like my new phone to be activated please.

unless you changed the pin, it should be the last 4 numbers of phone number.

This is why I don't do iPhone. Uptight levels of ridiculous authentication.

If your old phone has a nano sim card, swap it into the new one.
