My wife's iphone was stolen in Europe. She bought a new Iphone 13 but Apple store had no SIM for Verizon, and Verizon is unable to activate it. I'm in the US and have been on the phone five times trying to get her new phone activated. She can use wifi and email to communicate, but this phone has no phone number, so no text or calls. What's the problem?

I'm sorry to hear her phone was stolen. It would need to be connected to our network here in the US to be activated.-Joe

Your customer service folks, and technical assistance folks do not agree. They've assured me that this is possible.
