phone is searching endlessly for cell signal, red dot appears in upper right corner of "phone" icon on home screen? What do I do?

Phone is searching endlessly for a cell signal, red dot appears in upper right hand corner of "phone" icon. Have tried 2 different Verizon reset schemes.  Can you help?
