FaceTime calling using Home WIFI - charged $60

Why am I being charged about $60 for a FaceTime call that was received on a Home Wifi Network from am international family member. Both our devices were connected to Wifi on both ends, and immediately after the call I received a text message regarding $59.76 in International Calling?

Doesn't WiFi calling still connect to and use the Verizon Wireless network even though the local access is via the internet?.
