Full Access PIN request fails

When I request TEMP PIN being sent to me by the phone, I am getting the following error: "We are unable to process your request. Please try again later."
Spent over an hour chatting with online support, have been redirected 5 times and no resolution.
Tried to clear the cache and use another browser. Nothing helps.
What can I do to get the full access?
