My upcoming bill for february shows a "Promotion Chargeback" of $283.

Being a senior citizen and social security is my only form of income, I deleted some of the features off of my plan to reduce my monthly charges, My bill went down for a month and then increased again in January by  $35. Now my next bill for Feb. shows a "Promotional Chargeback" of $283. I have 2 phones on my plan, so this amounts to $566. additional on my bill! Has anyone else had this happen?
