Overseas - locked out of account

I'm currently residing in Germany. My phone line is disconnected and my monthly bill was over charged after I suspended my account. I should only be paying for the phone. Is there an email or DSN I can call/email out of state so I wont be charged 1 Euro per minute?

by posting there they maybe able to assist. Now if you are saying no internet to the USA there was a number at one time to call from out of the country.
