I made a new account for Verizon FIOS because of a account ownership transfer, and it automatically enrolled me in Paper-Free Billing which I was confused cause I got no mail from my mailbox so apparantly I was late due for 3 months of 3 hundred and something dollars. The issue was resolved when i had to RE-REGISTER and payed the money back. Today, a new bill came in through my account, still not paper billing but through email so I asked if I could be changed to paper billing cause I'm old fashioned that way, and the live chat person said "It's government mandated that we have to use paper-free billing." Is this true?

Its a lie.
you can have paper billing at any time. In fact never do auto pay either. Pay your invoice via "make a one time payment " from the verizon account web portal or through the app.
contact your states Public Utilities Commission or Public Service Commission of what you were told. They will set verizon straight.
