"Sorry we are not able to process your request at this time" no matter what I do

I am trying to turn off Auto Pay for my prepaid plan on my account, but I cannot log into the account, nor can I click "Forgot Info" to reset anything, because every action will land me on a "Sorry we are not able to process your request at this time." page every time. 

I cannot call Verizon using the 1-800 number because I am located outside the US. (When I was in the US, I had called them to access the account, and I succeeded at that time, but now it's locked out again.)

I have done all the browser stuff (resetting cookies, using different browsers, etc) but that has done nothing.

It is important that you are able to get Auto pay turned off. We are sending you a Private Note right now. *Deanna
