Blacklisted device

Might I ask.  Anyone know how Verizon was able to blacklist my device.

Back in June. I was pricing rate plans in my area as I have T-Mobile and I've had them quite awhile. So I wanted to see what service were going for with Verizon. So I went online browsing. Now before you get to pick plan it asked me for device. So I entered my imei. Now I can look at plans. I thought the rate was okay and now I ordered the service and they sent me a sim card. Only. I never got it. So I just figured that's that and stated with T-Moble. This was June. Now here we are in October and my T-Mobile service is suspended until I buy a new phone because my phone is now blacklist for fraud from Verizon because I never activated the sim card and then posted the $90 bill on my credit. For a device you never had in your inventory. Now you won't fix it. Not to mention the time it took to get someone to even talk to me not knowing the phone number or account number for the account you failed to provide in the first place. I'm disgusted. If anyone knows if this is a thing. Lemme know.
