Defective device fee

We are new to Verizon and the touch screen on my husbands iPhone stopped working after the iOS update. Because it was less than a year old Verizon said apple will replace it. They sent us the device, we still owed the directions and sent the phone back. I received an email saying they are going to charge me a defective device fee and sent a picture. I couldnโt ever pull the picture up on my phone or on my computer. We sent the phone back with no damage. I talked to customer service they said they would take the fee off and refund me. Iโm getting the run around saying that it was rejected, itโs still processing, I will be getting a refund. They said it will be 7-10 days for the refund but itโs been over a month and Iโm still getting these messages where no one know whatโs going on. This is ridiculous I wish I would have stayed with my previous carrier.
