Device Return - UPS shows delivered

Question

UPS has this package marked as delivered.  They have a signature from deerfield office for who signed for the package.  Still the device shows on Verizon's tracking as "Shipped" but not delivered.  Yet they have 2 other devices, that were in the same package, marked as received and processed.

Is this a fraudulent scheme?  is verizon a racket ? a hustle?

So 2 months.  How many people give up before getting what they are owed?  I thought my problems were bad at the previous carrier. 
 
I would document the weight, and see if UPS would catalog all the included items in the shipment prior to sending it next time.
