ERROR submitting ACP benefit form

Get this error when trying to submit by ACP benefit

"There was an error sending the form.

Please contact Verizon at 1-800-VERIZON to have an enrollment submitted for you." 

I double-checked that Verizon and ACP benefit, address, name, email, SSN are the same. Reached out to ACP government department and they said error is on internet providers side. I can't get phone support to help, they only suggest reaching out to ACP government department. What else can I do?
