This is a very confusing topic, as the Verizon agreement is not clear. I purchased 4 phones with an unlimited plan. The promotion will pay for the phones over 36 months via bill credits. The agreement states that if the service is terminated early, there may be an early termination fee, detailed later. Of course, if you bail, you owe for the phones, which makes sense. Chatting with a rep, they said the ETF does not apply-only applies to contracts, which the "agreement" isn't. So in this case, there is no ETF, the penalty is (after 30 days- or 90 days if from Costco) you have to pay off the phone balance, plus any outstanding usage charges.
Anyone reading the "agreement" would believe there would be an ETF-there needs to be an official clarification, as I don't quite trust the reps.
So, if you cancel prior to 30 days(or 90 days if you signed up at Costco), you can return the phones and cancel the service without penalty(other than the usage, possible activation fees, and restocking(if directly from Verizon, butnot at Costco)).
In addition, the receipt mentions up to $650 ETF, but doesnt' detail it. Is this for a possible rebate to a customer for paying off another carriers payment plan, for which you need to retain service for some time period. Verizon really needs to clear this stuff up

I know I would want some clarification if something wasn't making sense to me, or if the verbiage seemed unclear, jeanak1. Early Termination Fees only apply towards devices that have a 2-year contract associated with them - which typically only applies to certain account types still. There are some loyalty promotions that have had contractual agreements in the past as well, which would have applicable early termination fees.
Most customers have a device agreement, which would become due in full once service was terminated. The amount that is due is determined on how much is still owed on that device agreement.

Thanks for the clear answer. Verizon would do themselves a lot of good to rewrite the documentation a bit. Anyone reading it, or doing some research might think it meant something else.

So let me get this clear. If I signed up for a plan at Costco, with a promotion( free phone with bill credits, etc), the cancellation period is really 90 days. Normally, after 30 days, if you cancelled, you would have to pay for the phone, but with Costco you can still return it for up to 90 days. There are no early termination fees in any event, since a device agreement is not a contract. You would as usual be liable for any usage and activation fees.

This information may be correct for Canada, but not the US(at least WA state). At US Costco the policy is 90 days. Per my order receipt obtained from the my Verizon app, see below. This is what was signed at purchase and overrides any other statement. The salesman/rep was well aware of it. In fact, this app states 90 days and still offers to start a return.
From receipt:
You may return or exchange wireless devices and accessories within 30 days of purchase, except for wireless devices and accessories purchased by Costco members from Verizon at a Costco store or through a Verizon phone number dedicated for Costco members (these are collectively referred to as "Costco Member Transactions") which you may return or exchange within 90 days of purchase. Devices and accessories purchased during Costco Member Transactions may not be returned or exchanged at a Costco store, but may be returned/exchanged by using verizon.com /support/return-exchange-procedures/ or the My Verizon app or by following the return and exchange instructions included with your device and accessory. If you need additional assistance with your return /exchange, you may contact Verizon Customer Service at verizon.com, on the My Verizon app or at 1-800-922-0204 or you may complete your return /exchange at a Verizon Corporate store. Except as stated here, the Verizon Return Policy applies to devices and accessories purchased from Verizon during Costco Member Transactions. A restocking fee of $50 applies to any return or exchange of a wireless device (excluding Hawaii and Costco Member Transactions). So can I pay half of the retail price within or after 30 days of upgrading? Will I loose the credit that’s supposed to be applied over the 36mo period. Would there be any fees applied? Why wasn’t I given the option to receive a Verizon e-gift card?

While Costco may offer a 90 day return policy, it does not override our return policy of 30 days. More details can be found here: https://mobility.costco.ca/en/return-policy/.
