False Failure to Return Equipment Claim by Verizon

We cancelled our Verizon home Internet and got charged 200$ for our modem despite returning it. The first time we called them they said it was a mistake and they had our modem and they released the charge. Then they charged 200$ again and we called and they said it was for the modem and then halfway through the call they dropped us and we waited for them to call us back which they never did.
Now I have tried to call again and they gave me the runaround saying the phone(which I was not calling about, I was calling about the home internet) was associated with T-Mobile. I just want to get this sorted out.,
