I received a full bill for service on phones that are not activated yet

I just received my first Verizon bill for an entire month of service on phones that are not activated yet. I brought five lines over to Verizon and only activated two of them although I am getting charged service plan charges and fees for all five and three of them have not even been activated at this time, yet
