International calling plan cancelation

I have canceled my international plan but Verizon keeps billing 400 per month. I have called texted and have been told the plan is shut off. But in reality I amstill being charged

I am wondering if whomever you spoke to doesn't have the rights to remove services/perks from your account, because you need to be an Account Owner or Account Manager to cancel subscriptions such as the monthly international plan subscription.  See this link:
