Multiple City Tran Priv Surchg?

I am being charged for two city "Tran Priv Surcharges", one is for the city of Chandler, and the other is for the city of Mesa. I'm not even sure what these charges are, but I don't think I can live in two cities at once or be charged two fees for my lines of service? Below is a breakdown of my bill, the last two are the same charges but for different cities. This is happening on two of my five lines with Verizon

Surcharges Total............... $9.38
Fed Universal Service Charge....$0.82
Regulatory Charge...............$0.19
Admin & Telco Recovery Charge...$3.50
AZ State 911 Fee................$0.20
Chandler Tran Priv Sur on Tel...$0.21
Maricopa Cnty Trn Priv Sur Tel..$0.05
AZ Trans Priv Sur on Tele.......$0.36
Maricopa Cnty Trans Priv Surch..$0.34
AZ Trans Priv Surchg............$2.79
Chandler City Trans Priv Surch..$0.25
Mesa City Trans Priv Surchg.....$0.67

There was another question "City Trans Priv Surcharge" in the forum by @jgurrola, but Verizon did not answer publicly. These charges really add up when they are across multiple lines and I feel they are constantly increasing monthly...

Uhhh...how about you provide some actual information and answers to the question about what these surcharges are so those with the same issue can get some help. I have fees from Fountain Hills, Scottsdale, Phx, Maricopa for months on end. I think there are some real issues here that Verizon needs to intelligently speak to.
