Need help managing multiple accounts

My company manages nearly 500 condominiums and homeowners' associations. We process payments for over 1,500 accounts per month, nearly all of which have multiple lines due to the redundancy requirements for the emergency systems they serve. 

We have been trying for years to have all of these accounts placed on ACH, however, we have had great difficulty in doing so. Many accounts were previously managed by other companies and volunteer Board members who may have established online accounts to which we have no access. Automated systems emailing reset codes to unknown locations are also not helpful.

Getting help from a human is impossible (and we have spent hundreds of hours trying over the years). We are now at the point where we are exploring the use of wireless "radio" options, as well as porting the numbers over to the cable provider, who is cooperative, accessible, and very interested in the additional accounts and revenue.

So, this is the "last call"- my final attempt to get this resolved before starting to migrate our service elsewhere- Anyone there interested in saving a few hundred accounts?

I find it so ironic that you make it so difficult on your clients to set up automatic payments that serve to benefit you- is there a lot of fraud taking place where people are paying accounts without authorization?
