Over payment

I  double paid on my account. I paid over the phone today, then I get non-payment notice saying that I didn't pay! And I was forced to pay to use my phone. How do I cancel one of my payments?

The text also said that the finance department wasn't open today, and I have to wait until Monday to call them 

Poor customer service!!
