Does anyone know of a number for the legal department?
I have had it with Verizon. I contacted Verizon a few months back to discuss an international plan for when I travel. They said the best International plan is Unlimited Ultimate, so I signed up for it.
The next month I received my bill and it was missing my device credit for a phone I traded in. I gave them a call to fix the issue. It never got fixed. I spent two hours on the phone with one incompetent agent only to have $1000 overcharge on my bill the next month. Now I can'get that resolved Over the months I spent hours on the phone with them.
I have been a customer for 12 years and I have run out of options. No one can seem to fix this issue. How hard can I be to fix a simple billing issue.

I'm just the messenger and don't enjoy having to bring bad news, but what happened when you switched your service plan is it broke your contract with the monthly credits. Even though Unlimited Ultimate is more expensive than whatever service plan you had previously, any changes you make to a contract (switching out the device, plan alterations, cancelling a perk required for the deal, disconnecting the line, changing your phone number), is considered bailing out of the contract early. 😢
I have heard of the changing to Unlimited Ultimate before a vacation to take advantage of the built-in Travel Pass service, but it really only works well when you have a bring your own device or are financing your device independently of Verizon (i.e. not under contract).
Again, sorry to have to tell you this. I'm here a lot and have seen it happen to others before.
