Paying phone bill online

What I don't understand, is why you're given a certain period of time to authenticate your account, so you can make a bill payment, when Verizon's system sometimes has an insane delay before sending you the message. Because if you have to keep sending the message when you don't get it in time, they lock your account for 24 hours. Which means I can't pay my bill. If you're going to give customers a time limit, than you may want to make sure they are actual able to receive the text before locking the account.  The app is completely unusable for customers anymore, so it would be nice if the website at least worked.
