Trying to cancel cable service

So basically I cancelled by cable because Verizon changed their TV plans and I ended up paying $30 more per month and getting less channels. I tried to cancel my cable plan on 2/1 (through online chat) and downgrade my Internet plan to 300 Mbps since I live alone. I come home from work that day and my cable is still on, thinking maybe it takes a while for the order to go through. Finally, on 2/6 I actually call Verizon and actually talk to a rep and they said there is no Order to cancel my cable....? So they place another order and the rep states to confirm as of 2/6 my cable will be turned off. Well guess what the next day goes by and I still have cable. I try A THIRD time through online chat to cancel my cable plan and change my internet and the same thing happens (says there is no order placed the previous day to change my cable plan) so, this time I save the order number. The very next say I return my equipment (2/8). My bill comes out today (2/22) and of course it doesn't reflect my cable cancellation and they're charging me a full month of TV service and I'm trying to tell them I attempted to cancel my service 2 weeks ago three different times and even returned my equipment on 2/8 (saved the receipt). The rep said my cable is STILL active and the next bill I would get prorated credits and my bill will reflect the cancelled cable. I'm at a loss, why won't they cancel my cable? I returned my equipment and for me, I haven't had cable for 2 weeks so why should I pay for a full month. How can I assure that this time the order went through?
