Unable to speak with financial services WHY

I have been trying to speak with someone in financial services and get the run around . It keeps asking for a payment when I was told my arrangement was already set

Unfortunately if there is a past due amount on the account that exceeds a certain amount of days, a payment arrangement will not guarantee the service will not be interrupted. Since your service is currently interrupted, you will need to pay the past due amount on the account to have it restored.
