The charge is the Federal Universal Service Charge. The Federal government imposes costs on wireless carriers to fund the Federal Universal Service Fund (FUSF) program. 

• The FUSF program promotes universally affordable telecommunications and information services to all citizens of the US.
  
  
  
• The Telecommunications Act of 1996 enhances support of the FUSF and authorizes the Federal Communications Commission (FCC) to establish rules that govern funds for the 4 following areas:
  • Schools and libraries
  • Low-income consumers
  • High-cost service areas
  • Rural health care providers
