Who do I contact for help when Verizon is not helping?

I am housebound currently, I have a video of the USPS carrier picking up 2 packages. 1 went FedEx and had no issues.  The other was UPS to go to Verizon and never showed up when searching for it online by the tracking number.  Ive returned 4 Verizon replacement phones in the last 2 years, every one of them has been received.  I had a defective device return number 5, that a USPS mail carrier picked up from my husband's work that she said she would drop off in the UPS box.  Ive called UPS, USPS, & Verizon for help.  All of the carriers have said to file a claim.  However, neither one will allow me to file a claim because it is a 3rd party return.  It also has only a UPS tracking number on it that cannot be found and I get an error when attempting to file a claim. Verizon is not submitting a claim for it as I requested as of now.  Verizon is also telling me to prove it was picked up.  As I said, I have a video. However, they will give no way to send them the video or pictures of the box with the label proving it was given to the USPS mail carrier.  Verizon is now charging me $1600 for missing device. Why can no one do what is right in this situation? Does anyone have any suggestions for a solution to this dilemma? This is very frustrating.
