billing issues

I have spoken with no less than a dozen representatives that have said they will fix my issues or that have appeared to fix my issues.  I need to speak with a billing supervisor that can look at my account and spend the time to really fix the issue so there are no further problems with my billing.  Each time I call or chat I can't get to a supervisor and it's getting frustrating.

How can I get in touch with a billing supervisor to handle my issues once and for all?
