managing multiple accounts

I work for a management company and we maintain well over 1,300 land line accounts .
We are trying to establish billpay for all of these accounts however we are encountering a lot of difficulty with requests for pin numbers and other information. Is it possible to have one point of contact and some sort of method to get this project completed? We have fire alarm, elevator and entry system phones turned off for non-payment and we can't get them back on because the prior management did not provide information.
