Can't call cell phone from landline

I can't call cell phones from my landline.  I get a message that says the number is not in service.  Any suggestions?

I could only guess that the numbers have been blocked by service providers, or the number of your home phone is block because it was listed as a cellular spam or text message sender. I would call your provider to find out.

Question, can you reach these numbers from other phones or cell devices? 
if you can contact the provider of home service and have them fix it.
