Home line doesn't work!!

I just sent an email request but is anyone else in the Buffalo, NY area having problems with their phone lines? We get the dial tone, but when someone calls in, we can't hear them and we can't make calls out. All we hear is the dial tone. Our FIOS TV and Internet work fine. We are being hit with the winter storm. Could that be the issue? Again, I did send an email request, since I CAN'T call. Thank you.
