No dial tone

After my apartment renovation I connected my phone and DSL lines. My DSL worked but I got no dial tone on my landline. When I call my number via cellphone I get a busy signal. Although my DSL service was temporarily discontinued during the renovation, my landline service was not because I have LifeLine. Do I need to have a repair person sent or can this be corrected in some other way. There is nothing wrong with my handset.
