Was offered a fresh start, paid my bill, and my service was still shut off

I received a message from Verizon that thanked me for being a customer and wanted to give me a fresh start. It said if I paid the bill (which I did) that I'd get a fresh start with a $0 balance and $10 off for 12 months. Then 2 weeks later my service is shut off and I can't even get through to the financial services department. I attached a screen shot but this is very disheartening. Why offer this if you weren't going to honor it? IMG_2108.jpeg
