Verizon told me I was able to upgrade my phone and told me to pay the remainder of the bill. I paid the bill and called trying to upgrade , they told me I can upgrade because of my spending limit. HOW IS THAT POSSIBLE WHEN I WAS JUST TOLD I CAN UPGRADE AND AT&t just approved me for 5 lines 0 down Verizon is horrible and donโt loyal their customers no matter how many year you were with them they just want you to continue paying a high phone bill with no perks

Based on the info provided, you cannot upgrade when there is a past due balance. This is why you were advised to pay the remainder of the bill.
