Are all coax outlets usable/can they be used for ethernet

So our Fios router is in the basement, and my computer is 2 floors upstairs. I get a decent signal, but obviously ethernet would be a lot faster. I have an outlet in my bedroom, with 2 coax input. My question is whether or not this coax outlet would have connectivity or not, and also how if it is possible to turn that to ethernet through some sort of adapter

That depends on whether the coax is connected to your main splitter.

You will need a special adapter called MoCA:

You connect the coax cable into the adapter, then connect a ethernet cable to wherever you need the ethernet connection.
