After a power outage, my battery does not recharge. Neither does the interface box beep to tell me that the battery is low. If I replace it with a freash battery, the Internet works until the fresh battery drains. No beep. Just a loss of Internet and the red light is on. Fresh battery and it works fine again until it drains again. (I charge the extra battery with my 12V automobile battery charger.)

I would call 1-800-VERIZON and have them send a tech out since it is more than likely the BBU and not the batteries themselves. Verizon can also remove this bbu if you don't have phone services. Then a direct connection from wall to ONT should fix that situation. Or the service person may find another issue.
Good Luck

Internet is not covered by BBU, only phone service.
Sounds like the power supply is not working properly.
As stated, contact support to have issue resolved.
