Is there some way to escalate billing issues?

I tried yet again and talked to someone who promised to fix this. I'll post again if it doesn't work.

Fix what? Your billing invoice cannot be fixed here. You must call 1-800-VERIZON and select the bill department.
all you are going to get here is “your issue has been escalated to a Verizon agent”
