Can I block my kids from accessing specific domains on the router level? All devices can be blocked.

You need a combination of DHCP reservation, MAC address Access List, and Parental Control.
Modern phones have MAC address randomization for privacy so this makes a network level block quite cumbersome, unless you enforce consistent MAC address on devices.

But is my Fios home router capable of reserving DHCP addresses? And if so how? And will it be clear once in that area of the (I am assuming) web browser how to enter specific domains to block?
