Changing a stubborn IP

I have a standard Fios G1100 router, and I need to change my IP address once in awhile.
I've done this several times in the past, by logging into the router, clicking on the broadband settings, hitting release, then renew. Normally it happens without a hitch.
One time it was somewhat stubborn, and had to do this like 20 times before it changed.
Now it won't change no matter what I do. I went through the process dozens of times. I made sure nothing in the house was connected to wifi. And this time I even unplugged the router and the ONT and let them reset. No luck.
I even tried forcing it by manually putting in an IP address, which I have never done before. That did remain, but then I did something wrong because I couldn't access anything on the internet. And it wouldn't let me go back to choosing an IP automatically. So I took the drastic step of taking the router back to original factory settings. That took awhile for it to come back up to broadcasting wifi again, and if you can believe it - it still had the same IP address!!
It's like it's married to this particular IP. What else can I do?

Solved it by unplugging everything for 8 hours. But there has to be an easier way
