My Verizon account includes my mom, and she is moving into the unit next door (duplex). I already have Verizon Home Internet, what is the easiest way to get my mom Verizon Home Internet as well?

If you don't own the duplex, she might be able to piggyback off your wireless. If you do, you could run an Ethernet cable to the other unit, but you'd want to run a fire-rated in-wall cable.
If you want her to have her own service, have her create her own account and have Verizon perform an install. They will run a separate fiber and install a new ONT. There's a fee for that, but it might be the most straightforward.
