I was recently setting up a Minecraft server as my first small mini project with my friends using a CasaOS with Crafty on VMware and found out that the port 25565 was not open. This problem lead me down a rabbit hole and I found that none of my ports including the Minecraft ports are not open. I have also added inbound rules and out bound rules with the ip and added them to my window firewall. I also had my friend turn off his firewall and my firewall incase that was the issue. I also went into my router and added the port forwarding too. I double and even triple checked the IP, used the VMware Ip and even my pc Ip and couldn't seem to get it to work. Currently the only thing I have seen/read is that the router firmware is stopping me from opening my ports [Saw other people complaining about this with this router]. I was planning on buying new router or a VPN to allow me to port forward properly.
Keynote: I am using ethernet on my pc and not using wireless, I also tested my own pc ip address and even the VM ip address, along with changing my VM to NAT and Bridged.
