Will Verizon block a group of IP's, upstream, if requested by a business customer?
I've been getting hammered by most of the IP's, from the same ASN/24 block, for months now. Sometimes they generate a ton of bad traffic and before any one recommends adding firewall rules or null routes, I've already done that. I'm wanting to know if Verizon will block them upstream so my equipment doesn't have to mitigate the abusive, heavy traffic.

What is your connection type? Are you a metro Ethernet customer?
Unless you are an enterprise customer, I do not think the Service Level Agreement allows Verizon to block a part of the Internet above the customer premise edge. You could block this subnet by defining a firewall rule on your router.
